Dr. Norlan Hernández

  • Dr. Hernández is Empowerfy’s CEO, founder, and lead consultant. He is a proud Nica/Nicoya– terms used to describe someone with Nicaraguan roots. He is the proud father to Aella Mia and husband to Isabel. 

    Dr. Hernández is a dynamic and results-driven leader with a rich blend of experience across corporate, nonprofit, and higher education sectors. Known for a relational and entrepreneurial approach, Dr. Hernández brings a strong background in organizational strategic planning, project management, staff development, and cultural competence.

  • In addition to leading Empowerfy, he is also the founder and president of Faithful Teachings, Inc. a nonprofit organization that aims to be a catalyst through partnerships with local faith-based communities on holistic initiatives for the transformation of society in Latin America.

    Dr. Hernández also serves as the Associate Provost of Engagement and Inclusive Teaching and Learning (aka Chief Diversity Officer) at Fresno Pacific University. His previous roles include being the Director of the Jesse Miranda Center for Hispanic Leadership at Vanguard University, leading a corporate training team that served an international audience, and leading teams of higher education professionals who pioneered institutional efforts in creating an infrastructure to support fully online undergraduate and graduate students.

  • Dr. Hernández has presented and published on various leadership topics. He contributed a chapter entitled “Identity, Intersectionality, and Leadership: Leading While Brown” included in Ludmila Praslova’s book Evidence-Based Organizational Practices for Diversity, Inclusion, Belonging and Equity. He has published in academic journals, which include “A double paradox: Servant leadership and gender scripts in the Latin American context” in the Theology of Leadership Journal and “You Hide Pieces of Yourself”: Navigating White Spaces as U.S. Missionaries of Color” published in Transformation. Dr. Hernández is also a part of the Publisher’s Circle at Hispanic Executive where he has published articles entitled “The Art and Responsibility of Leading as a Latino” and “Embodying Brown Leadership in Predominantly White Institutions. Hispanic Executive.” He is also the author of Pursuing Self: Body, Mind, Spirit, which presents a set of poems that speak to the lived experience of a hyphenated identity.

  • He holds a Bachelor of Arts in Liberal Studies with an emphasis on culture and society from California State Los Angeles, a Master of Arts in Theology from Fuller Theological Seminary, and a Ph.D. in Intercultural Studies from Biola’s Cook School of Intercultural Studies, and an Executive MBA at UCI’s Paul Merage School of Business.

    His research interests include leadership, and ADEIB - accessibility, diversity, equity, inclusion, and belonging, and identity.

Dr. Alia A. Rodríguez

  • I am a seasoned executive leader with over 20 years of experience serving at the intersection of local government, nonprofit leadership, and higher education.

    Throughout my career, I have led complex organizations, advised executive teams and elected officials, and guided institutions through periods of change, growth, and accountability. My leadership is grounded in discipline, clarity, and follow-through, balancing strategic vision with operational execution and an unwavering commitment to excellence. I am known for stepping into challenging environments, bringing order to complexity, and building systems that are both effective and sustainable.

    My approach to leadership is shaped by deeply held values centered on service, integrity, and humility. I believe leadership is a responsibility rooted in stewardship, of people, resources, and mission. I lead with a strong moral compass, genuine care for others, and a commitment to truth and transparency, especially when decisions are difficult. These values show up in how I listen, how I make decisions, and how I hold myself accountable.

    As a consultant, I partner with organizations and leaders who value principled leadership, thoughtful governance, and results that honor both mission and people. I bring seasoned judgment, lived experience, and a steady presence to the work, helping leaders lead well, organizations operate with integrity, and teams move forward with clarity and purpose.

  • My professional journey has been shaped by service, responsibility, and the lived experience of navigating systems that were not always designed with people like me in mind. Over more than two decades, I have built a career across local government, nonprofit leadership, emergency management, and higher education, working alongside elected officials, executive teams, boards, and communities to turn complex challenges into practical, people-centered solutions.

    I have served in senior leadership and advisory roles within municipal government, including with the City of Riverside, City of Moreno Valley, and City of Eastvale. In these environments, I operated close to the center of decision-making, supporting city managers, department chiefs, and executive leadership in politically complex, high-visibility settings. My work has included managing multimillion-dollar operating and capital budgets, leading cross-departmental initiatives, overseeing grants and contracts, supporting accreditation and compliance efforts, and preparing materials that informed policy decisions and public action.

    At the same time, my career has extended deeply into nonprofit executive leadership, where I have been responsible for organizational strategy, board governance, fundraising, compliance, and community impact. I have led governance reforms, strengthened financial and reporting systems, and built partnerships across cities, school districts, healthcare providers, and community organizations. In these roles, I have learned how to balance urgency with care, delivering results while honoring the people behind the work.

    Culture and identity have been constant companions in my leadership journey. As a woman of color often navigating highly traditional leadership spaces, I learned early how to read rooms, build trust across difference, and lead with both confidence and humility. These experiences sharpened my ability to communicate clearly, listen deeply, and lead with empathy without losing decisiveness. They also reinforced my belief that strong leadership is not about ego, but about stewardship, of people, resources, and public trust.

    In addition to executive roles, I have served on boards, commissions, and advisory bodies spanning healthcare, social services, public safety, and civic governance. This governance experience allows me to understand leadership from both sides of the table, as an executive accountable to a board, and as a board member responsible for oversight, ethics, and long-term vision.

    Today, I bring all of this experience into my consulting work. I partner with organizations and leaders who want clarity, structure, and momentum, without losing sight of humanity. I am at my best helping leaders think strategically, operate effectively, and lead in ways that are both principled and real.

  • My academic journey has always run parallel to my professional work, informing how I lead, how I think, and how I support organizations and people navigating complex systems. I view myself as a hybrid who values theory and scholarship, and who believes their real power is realized when they are thoughtfully applied in practice. For me, theory and practical application are not competing ideas; they are most effective when they coexist and inform one another.

    I hold a Doctorate in Public Administration from California Baptist University, where my studies focused on executive leadership, governance, ethics, strategic planning, and applied research. My doctoral dissertation, Employee Interview Panel Training in Local Government: Best Practices for Raters, examined how structured training, equity-centered practices, and accountability can improve hiring decisions in public organizations. The research reflects a deliberate integration of scholarship and real-world conditions, demonstrating how evidence-based frameworks can strengthen decision-making when grounded in organizational reality.

    I also earned a Master of Public Administration from California Baptist University, with advanced coursework in public-sector finance, budgeting, personnel management, policy analysis, and strategic leadership. Throughout my graduate studies, I consistently explored how theory translates into action, how models, ethics, and data shape decisions that affect people, systems, and communities.

    My undergraduate education at California State University, San Bernardino, where I earned degrees in Psychology and Human Development, further grounded this perspective. Studying human behavior and development across the lifespan deepened my understanding of how individuals experience leadership, organizations, and change, insight that continues to inform both my professional practice and academic work.

    In addition to practice, I serve as an adjunct professor, teaching undergraduate and graduate courses in public administration and political science. Courses I have taught include:

    • State and Local Government

    • American Government

    I also serve as a doctoral dissertation chair, mentoring candidates through research design, methodology, and the IRB process, and supporting them from proposal development through final defense. In this role, I help scholars thoughtfully connect theory to applied leadership questions they will face in professional settings.

    For me, teaching and scholarship are part of an ongoing dialogue between ideas and action. They ensure that the guidance I offer as a consultant is grounded in both evidence and experience, and that theory and practice continue to evolve together in meaningful ways.

Dr. Salvador Bueno

  • Dr. Bueno (He/Him) is an energetic, driven, and dedicated individual experienced in learning and development, empowering diverse student populations, with an emphasis on non-profit and for-profit education. He has 20-plus years of experience in higher education with the ability to encourage, support, train, and lead students and graduates to meet personal goals.

    During his academic training and 20 years of experience working in higher educational environments (non-profit, proprietary, and global institutions), he developed the skills to support students from diverse academic, socioeconomic, and cultural backgrounds.
